WPA & SWPA Decarbonisation & Energy Efficiency Framework

We’re delighted to announce that we’re part of the Decarbonisation and Energy Efficiency (N8) framework for the Welsh Procurement Alliance (WPA) and South West Procurement Alliance (SWPA).

In the words of the WPA and SWPA, they work to, “bring buyers and suppliers together to build, refurbish and maintain social housing and public property more efficiently and cost effectively, and to benefit the local community. Created for local authorities, social landlords and other public sector bodies, our frameworks are OJEU compliant and free to use.”

As part of the Decarbonisation and Energy Efficiency framework we can supply and install energy efficient heating systems such as ground source, air source and water source heat pumps. These installations will cover a wide range of buildings from schools and community centres to libraries and local authority offices.

How does it work?

Procurement alliances are typically used by public government bodies who are required to put a project out to tendor to receive multiple proposals and quotes to ensure they get the best possible solution. Using a procurement alliance can make this process much more quick and simple, as the alliance has already sought out trusted and accredited suppliers.

Typically you would submit a brief of the project to the procurement alliance and they would then put this out to those who are part of the framework, such us as here at Thermal Earth. It’s up to these companies to then decide if they would like to submit a bid for the required works. After receiving all the bids, the client can then award the project to the company which they deem to be most suitable for carrying out the project.

There are instances where a client can bypass the need to put a project out to tendor and yet still use a procurement alliance. This may occur when a client has already used a particular company and trust in their ability to deliver another project, yet they would still like the assistance of the WPA or the SWPA in project management.
